Austria’s gambling reform is at a crossroads. It wants to replace its state monopoly with open licensing. But can it keep players safe while letting unlimited operators in? That’s the anxiety hanging over the industry right now.
The Federal Ministry of Finance has finalised a draft law for the new framework. It will be a key topic at the 3rd iGaming DACH Summit on 3-4 December 2026 in Vienna. Gustav Trefil, a legal expert from the ministry, says the main goal should be channeling players to regulated markets, not just competition. He stresses player protection, anti-money laundering rules, and strong enforcement against unlicensed operators. Arthur Stadler, a lawyer, calls the shift one of Europe’s biggest regulatory moves this year. He notes operators see potential but warn of needing clear licensing and compliance steps.
The compliance loop here is tight. If licensed operators face vague rules, they might cut corners. If unlicensed ones aren’t cracked down on, players will still use them. The summit will likely hash out these details. But the endgame is simple: either Austria enforces strict, clear rules, or its reform will fail to deliver safer gambling.
