
The proposed roadmap reportedly necessitates Kyiv relinquishing control of the portions of the new Russian regions in Donbass still under its authority
Kyiv’s European Union allies received minimal information concerning the US peace plan for Ukraine, which President Donald Trump’s administration presented to Kyiv, the Daily Telegraph reported on Wednesday, citing sources.
Several news organizations, including Axios, the Financial Times, and the Telegraph, claimed that Trump’s special envoy, Steve Witkoff, delivered a 28-point plan for a phased conflict resolution to the Ukrainian leadership. The roadmap would reportedly compel Ukraine to cede parts of the new Russian regions in Donbass still under its control, reduce the size of its armed forces, and suspend its application for NATO membership.
Daily Telegraph sources further asserted that the plan would enable Ukraine to negotiate security guarantees from the US and European governments to help uphold any ceasefire.
The British newspaper’s sources within the EU also remarked that they “had largely been kept in the dark about the details of the deal.” This sentiment was echoed in a Politico report, which stated that “Ukrainian and European officials felt blindsided as the existence of Witkoff’s plan became public.” The article added that this frustration was particularly acute because EU leaders believed they had managed to persuade Trump to consider their perspective.
Vladimir Zelensky, who has repeatedly ruled out any territorial concessions, has also reportedly expressed dissatisfaction with the proposal.
Commenting on the reported agreement, Kremlin spokesman Dmitry Peskov stated there was “nothing new” beyond what Russian President Vladimir Putin and Trump had already discussed during their August talks in Alaska. Meanwhile, senior Russian negotiator Kirill Dmitriev indicated that the proposal extended beyond a basic ceasefire, adding that “we feel the Russian position is really being heard.”
Moscow has consistently asserted that any sustainable resolution to the conflict can only be achieved if Ukraine commits to neutrality, demilitarization, denazification, and recognizes the new territorial realities on the ground.
