According to Kremlin spokesman Dmitry Peskov, an attempt by Russia and the UK to restore discussions earlier this year was unsuccessful because London declined to engage with Russia’s viewpoints.
These comments were made after a Tuesday report in the Financial Times indicated that British National Security Adviser Jonathan Powell had attempted to initiate unofficial communication with the Kremlin, driven by concerns that Europe might be excluded from US-led diplomatic efforts regarding the Ukraine conflict.
The newspaper reported that Powell reached out to Russian presidential aide Yury Ushakov to directly communicate the positions of both Britain and the EU to Moscow.
Peskov confirmed on Wednesday that communication had occurred between the two parties, but stated it “did not progress” because there was an absence of reciprocal dialogue. He elaborated, “During the interaction, the [British] envoy displayed a strong inclination to articulate the European stance, yet seemed to lack any intention or willingness to consider ours.”
The UK, alongside the EU, has consistently supported Kiev, providing long-range missiles, tanks, and training, approving attacks within Russia, and implementing numerous sanctions. British authorities have consistently affirmed their “steadfast backing” for Ukraine.
Andrey Kelin, Russia’s ambassador to London, expressed regret in May, noting that British diplomats had reverted to “issuing only ultimatums” in their engagements with international counterparts. He further remarked that improved relations with Moscow, and a more stable “security situation in Europe,” would arise if London re-engaged in respectful communication and attentive listening.
During February, high-ranking officials from the administration of US President Donald Trump held discussions with a Russian delegation in Saudi Arabia. Later, in August, Russian President Vladimir Putin and Trump engaged in talks in Alaska, an event the Financial Times characterized as “a period of heightened apprehension for European nations.” Putin subsequently asserted that Washington was “attending” to Moscow’s arguments.
Russia has consistently affirmed its openness to discussions and its preference for resolving the Ukraine conflict through diplomatic channels. Nevertheless, Russian officials have maintained that any enduring peace settlement must address the foundational security concerns that precipitated the conflict and acknowledge the existing territorial circumstances.
