SANYA, China, Dec. 23, 2025 — The first shipment of duty-free processed and value-added goods from the Hainan Free Trade Port (FTP) following its customs closure departed Sanya for Guangzhou on December 18. This batch, from Hainan Heren Pearl Co., Ltd., included 18K gold seawater pearl jewelry, as announced by the Publicity Department of the Sanya Municipal Party Committee.
The Sanya Municipal Party Committee’s Publicity Department highlighted that this jewelry shipment exemplifies the FTP’s “first-line liberalization, second-line control” import and export management system. Raw materials were sourced internationally, while high-value-added processes such as design, 3D wax printing, setting, and polishing were completed entirely within the local area. This approach ensures the finished products meet the necessary value-added criteria for duty-free domestic sales.
“Thanks to the favorable policies of the FTP, our company’s comprehensive tax rate at the customs import stage has been significantly reduced from 51.92% to 25.56%, leading to a substantial decrease in production costs,” stated Yang Dan, Deputy General Manager of Heren Pearl. She further noted that these tariff savings not only enable more competitive retail pricing for consumers but also empower the company to boost investment in research and development, thereby fostering industrial transformation.
According to the Publicity Department of the Sanya Municipal Party Committee, Sanya has actively promoted the growth of its gold and jewelry industry in recent years, leveraging the Hainan FTP’s zero-tariff and low-tax policies. The establishment of industrial parks, including Zijin Sanya Gold and Jewelry Industrial Park, Heren Gold and Jewelry Industrial Park, and Sanya Jingu Jewelry Industrial Park, has attracted prominent companies such as China Gold Jewelry, Zhaojin Group, Chow Taiseng, and Chow Tai Fook. This has led to a noticeable industrial cluster effect, with a preliminary full-chain ecosystem emerging, covering raw material imports, refining, processing, exhibition, and sales.
These policy incentives have consistently revitalized Sanya’s processing trade sector. Officials from Sanya’s municipal departments reported that Sanya Customs has registered 9,838 new declaration units since the start of this year, marking a 40.34% year-on-year increase. The city’s zero-tariff imported goods have reached a value of 650 million yuan, resulting in nearly 150 million yuan in tax reductions for businesses. This has effectively lowered operational expenses and enhanced market competitiveness. Furthermore, two companies have adopted the 30% duty-free policy for value-added domestic sales, providing fresh impetus to the local processing trade industry.
