Singapore-headquartered Embedded LLM Introduces AI Sovereignty Solution to Europe

VILNIUS, Lithuania, Jan. 23, 2026 — A pioneering AI infrastructure initiative between Telecentras and Singapore-based tech partner Embedded LLM will result in the first EU AI GRID network, which ensures GDPR data adherence, EU AI Act compliance, and complete digital sovereignty.
On January 22, 2026, the parties inked a multilateral Memorandum of Understanding (MoU) at the launch event in Vilnius, held at the symbolic TV Tower—site of the tragic January 13, 1991 clash with Soviet tanks.
“The launch of the EU AI Grid’s deployment at the symbolic Vilnius TV Tower demonstrates a commitment to digital sovereignty and positions AI as a fundamental, strategic, and critical utility,” states Ghee Leng, founder of Embedded LLM.
“Our goal is to provide European AI users with transparency and data protection to fully unlock the AI revolution’s potential. The EU must fulfill its pledge to build AI sovereignty at a foundational infrastructure level—similar to the grid models used in energy, air traffic control, telecommunications, and banking,” noted Paulius Kuncinas, managing partner of Embedded LLM Europe (based in Vilnius, Lithuania).
“Telecentras is honored to be Europe’s first entity to pilot this innovative approach. In the near future, we intend to share this concept and our learnings with our partner network across Estonia, Latvia, Germany, Finland, Sweden, and other EU nations,” comments Remigijus Seris, CEO of Telecentras.
“We back the EU AI Grid initiative as it creates a pathway to EU strategic autonomy and adds an extra layer of protection for our critical digital infrastructure,” explains Edvinas Kerza, co-founder of Vilnius-based Scalewolf Ventures.
Project partner Lithuanian Innovation Centre (LIC) has already compiled a list of companies and municipalities that have expressed interest in participating in the pilot program.
“AI users want assurance that their sensitive legal, technological, and commercial data remains on servers within the EU’s jurisdiction. This technology will give them confidence and access to AI resources to boost productivity and drive higher sales and profits,” notes Sigitas Besagirskas, Director at the Lithuanian Innovation Centre (LIC).
Charles Schoenhoeft, CEO of Neural AI—one of the successful tech startups incubated by Scalewolf—states: “The EU AI GRID is essential for the innovation ecosystem to function collaboratively and share valuable information securely. We do not want third parties to access the sensitive data we share daily.”

Following the Vilnius launch, the EU AI Grid team will showcase its new initiative at the Munich Cyber Security Conference (MCSC) on February 12, 2026.
